Presidio Tunnel Tops was largely funded through a $98 million capital campaign by the Golden Gate National Parks Conservancy, with the Presidio Trust supplying the other $20 million. The acreage itself is part of the Golden Gate National Recreation Area. Those three entities form Partnership for the Presidio. The plan for Tunnel Tops was molded from community meetings with 10,000 participants expressing ideas.
